The Makkah Joint Defense Agreement reflects the depth and longstanding nature of the strategic relations among the three countries, which have developed over several decades, and represents the culmination of detailed negotiations conducted over a number of years. The Makkah Joint Defense Agreement enables the three signatory countries to develop joint defense capabilities, strengthen strategic deterrence, enhance readiness, and further develop and integrate their respective defense capabilities to jointly address any threats to their safety and security. Under the agreement, any external armed attack against any one of the three countries shall be regarded as an attack against all three. The agreement does not represent an effort to establish a military axis or a sectarian bloc. Nor is it linked to any nuclear ambitions or arms race, rather it is focused on building sustainable capabilities. The agreement does not come at the expense of the Kingdom’s strong and strategic relations with its Gulf, Arab, and international partners. It does not constitute a threat to the security of any country in the region, nor does it represent an escalation of tensions between any two states. The agreement does not supersede or replace any existing bilateral or multilateral agreements between these countries, or between them and other states or international organizations.

I was pleased to participate, alongside Her Royal Highness Princess Reema bint Bandar bin Sultan (@rbalsaud), Ambassador of the Kingdom of Saudi Arabia to the United States, in a meeting with U.S. Senator Steve Daines (@SteveDaines), a member of the Senate Foreign Relations Committee, to discuss the latest developments in Yemen and the region. We discussed the risks of Houthi escalation and its growing threats to Yemen, the Kingdom of Saudi Arabia, and the security of international maritime navigation and trade in the Red Sea. I reaffirmed the Yemeni government’s position rejecting any agreement between the United States and Iran that could grant the Houthis legitimacy or exempt them from their obligations toward the Yemeni people. We also emphasized the importance of continued U.S. political and economic support for the Yemeni government and its reform program, strengthening counterterrorism cooperation and support for the Yemeni Coast Guard, as well as maintaining humanitarian assistance. I explained that Yemen seeks to transition from dependence on aid toward recovery through efforts and preparations to resume oil exports. I also underscored the importance of the strategic partnership and continued Saudi support for Yemen, noting that achieving maritime and regional security and stability is closely linked to Yemen’s stability. We also discussed the importance of expanding the Fulbright Program to include more Yemeni students, given the role of education and academic exchange in institution-building and strengthening relations between the two countries.
