  हिजो जनकपुर उच्च अदालतको वीरगञ्ज इजलासले ईंटाभट्टामा जिउँदो मानिस जलाउने अभियोगमा जिल्ला अदालतबाट जन्मकैदको सजाय पाई जेलमा रहेका अफताव आलम लगायतका व्यक्तिहरूलाई सफाई दिँदै रिहा गर्न गरेको निर्णय नेपालको न्यायालयको इतिहासमा कलंकका रुपमा दर्ज भएको छ । कलंकको कालो टिका लगाएर कालो दिनमा परिणत गर्ने "बहादुर " न्यायाधीश हरुलाई नेपाली जनताले कहिल्यै बिर्सने छैनन्।त्यस्ता अपराधमा संलग्न व्यक्तिहरू समाजमा "निर्दोष "बन्दै हिड्ने स्थितिले समाजमा र आम नागरिकमा कस्तो कहाली लाग्दो स्थिति उत्पन्न गर्नेछ ? यसको जिम्मेवारी कसले लिने ? तसर्थ सबै क्षेत्रमा व्यापक कारवाही , रुपान्तरण र सुधारको निम्ति ठूलो जन अभियान सञ्चालन गर्नु जरुरी छ ।

  हद भयो । सिमा पार गर्यो ।लोकतन्त्र र जनप्रनिधिसंस्था सांसदको यो भन्दा अवमूल्यन ,अपमान र उपहास अरु के हुन्छ ।तसर्थ राज्यव्यवस्था समितिले पारित गरेको संघीय निजामती विधेयक लाई प्रतिनिधिसभामा हेर फेर गरेर पेश गर्ने दुशकार्यको जिम्मेवारहरू माथि जो सुकै भएपनि कडा भन्दा कडा कारवाही हुनुपर्दछ ।त्यसमाथि लामो समय सम्म राष्ट्रिय रुपमै बहस भई समितिले पारित गरेको "कुलिङ पिरियड " को विषयमा नै यसो गरिएकाले यसलाई सामान्य रुपमा लिनै मिल्दैन । यो कमजोरी होइन , सुनियोजित अपराध हो ।

  I strongly condemn and denounce the bulldozer terror and the suppression of squatters across the country, as well as the arbitrary displacement of squatters, and I urge an immediate end to such anti-people, anti-poor, undemocratic actions. Firstly, the government must understand that squatters are also Nepalese citizens; they too have the right to live and dwell with dignity. They are suffering this situation primarily due to the state system. The Constitution guarantees everyone’s right to housing. It is in no way acceptable that someone be homeless and humiliated in their own country simply because they do not own land. All of them must be ensured the right to adequate housing, and it is the government's primary duty to arrange that. Secondly, It doesn't imply that squatters should be allowed to live wherever they please.That must be regulated. In solving the squatters’ problem, two things must be addressed: no real squatter should be rendered homeless and left under the open sky. They should be provided with proper housing and managed scientifically, not let haphazard. Also, under the guise of scientific management or city beautification, squatters must never be made homeless ,humiliated , oppressed , stigmatized or mentally terrorized. In this regard, although previous governments formed many commissions to solve the squatters’ problem, they could not provide a long-term solution. But the current Balendra-led government has treated squatters not only as non-citizens but as people to be demeaned, oppressed, humiliated, and dehumanized. Even when he was the mayor of Kathmandu Metropolitan City, during my tenure as Home Minister, we discussed this issue. Our disagreement was that on his request I would instruct the security forces to remove the squatters; I said we should first study who the real squatters are and who are fake, prepare factual data, and arrange alternative resettlement for the real squatters. After making that arrangement, we would inform the squatters and, with a definite deadline, relocate them from the current spots to alternate locations. If there were fake squatters, they would be removed by any necessary means. Move forward with this approach; the federal government would fully support and cooperate. He did not agree to the legitimate  proper process, and the problem persisted. His government is still on the wrong path. Therefore, I urge the government to change its perspective toward squatters and to  end the repression of squatters in the name of solving their problem by relocating squatters forcibly  without prior preparation, and by humiliating, denigrating, and confounding them. Please rectify the current policy and actions immediately. To this end, please adopt the following approach and policy: 1. Squatters are Nepalese citizens, and they have the right to live with dignity in their country. The irresponsible, poor-minded notion that they are dirty and a burden must be abandoned. They must be guaranteed the housing rights as ensured by the Constitution. It is the government’s duty to arrange this. 2. Within a fixed time period, data on all real  squatters in the country must be collected.Resettlement plan must be developed for them, either in their current location or through an alternative arrangement. If they need to be relocated based on that plan they must be moved with prior information . If there are individuals falsely claiming to be squatters and if they have obtained also the  land under that name, such cases must be revoked, and necessary decisions must be made to penalize them. 3. After data collection and the formulation of a concrete resettlement plan,the squatters must be managed according to that plan . While arranging resettlement, except in situations where the government deems a specific location absolutely necessary due to a special project, priority should be given to the place where they have labored  and lived for a long time.

  Prime Minister Balen Shah, while addressing today's meeting of the House of Representatives, stated that Nepal has also encroached upon Indian territory. This statement is completely wrong, anti-national, irresponsible, and dangerously harmful . Such a statement from the Prime Minister has embarrassed and angered patriotic Nepali people who have consistently stood firmly in defense of Nepal's national sovereignty, territorial integrity, independence, and dignity. It has also undermined Nepal's long-standing campaign to bring the Nepali territories of Limpiyadhura, Lipulekh, Kalapani, and Susta—areas encroached upon by India—effectively under Nepal's sovereign jurisdiction. As early as 2007, the Joint Technical Committee (JTC) on Nepal-India boundary issues had prepared strip maps for all border areas by mutual agreement, except for the Kalapani and Susta sectors. Subsequently, in the Joint Working Group (JWG) on boundary issues formed in 2014, Nepal maintained the position that it would sign the strip maps only after agreement had been reached on all border areas. Furthermore, the Joint Commission (JC) at the Foreign Ministers' level, which met in Nepal in 2019, decided that the boundary dispute would be discussed through a mechanism led by the Foreign Secretaries of the two countries. Since then, Nepal has continued diplomatic efforts to implement this position, including incorporating a map encompassing Nepal's entire territory into the Constitution itself. Despite these facts being so clear, the Prime Minister's presentation of such a sensitive issue in this manner deserves the strongest criticism and condemnation. The Prime Minister must immediately apologize to the Nepali people and to Parliament for this , correct his statement, and ensure that it is removed from the parliamentary record. This is not a matter that can simply be forgotten or dismissed. Therefore, all patriotic forces must remain vigilant and organized.

  The police unlawfully arrested Majid Ansari, Sarisma Thapa, and Nahendra Khadka from the Kirtipur Holding Center, where landless squatters had been accommodated. During the arrest, they were subjected to abusive and degrading treatment. Following his detention, Majid Ansari was reportedly assaulted by the police and is currently receiving medical treatment at Tribhuvan University Teaching Hospital, Maharajgunj. Today, I visited the hospital to inquire about his condition and to express my best wishes for his speedy and complete recovery. I sincerely pray for his swift recovery. The only "offense" committed by young Majid Ansari and Sarisma Thapa was that they peacefully raised their voices against the injustice inflicted upon the landless squatters, stood in solidarity with the victims, and urged the government to uphold the Constitution and the rule of law. Instead of respecting their constitutional rights, they were allegedly subjected to verbal abuse, arbitrary arrest, and physical assault by the police. Although Sarisma Thapa and Nahendra Khadka were released on the same night, the police authorities have yet to clarify the legal status of Majid Ansari, who remains hospitalized. He has not been served with an arrest warrant, nor have the authorities stated that he is free. This lack of transparency raises serious concerns regarding due process and the rule of law. The government must immediately cease such authoritarian practices of suppressing, arbitrarily arresting, intimidating, and allegedly mistreating individuals who exercise their constitutionally guaranteed rights to speak out in defense of justice and the rights of the people. A democratic government is duty-bound to respect the Constitution, uphold the rule of law, and protect the fundamental freedoms of all citizens.

  The Balen-led government  used security forces, including the Nepal Army, to forcibly and inhumanely evict landless squatters from their settlements and placed them in various holding centres, stating that they would remain there until proper rehabilitation and settlement  arrangements were made. However, the authorities have now issued notices, threats, and warnings to forcibly remove the squatters from those holding centres without first ensuring their rehabilitation. This is completely wrong and highly irresponsible. I urge the authorities to make proper, scientific, and humane arrangements for the rehabilitation and settlement of the landless people as soon as possible. Until such arrangements are in place, the forced eviction of the squatters from the holding centres must be stopped. Otherwise, the consequences could be very serious.

  The government's deliberate use of an ordinance and the Constitutional Council to appoint the Chief Justice ,tramping on democtatic tradition and values,has dealt a serious blow to the dignity and independence of the judiciary ,as well as to the principle of seperation of powers in the state . This  is the first decision of its kind in the hostory of Nepal's judiciary and it has become not merely a subject of immediate criticism ,but a negative event that will lead the judiciary and the state as a whole in the wrong direction over the long term . Such a mindset and working style of the government clearly shoes that the government is rapidly moving toward an  authoritarian direction.Therefore ,let all democratic forces and general public who support democracy remain vigilant and unite to defend democracy .

  I strongly urge the Government to immediately initiate talks with the Government of India and seek a positive resolution to the current crisis facing Nepal’s tea industry, which has emerged as a result of the policy adopted by India resulting the closure of tea enterprises in Nepal. As this situation is likely to have a serious adverse impact on Nepal’s economy, employment, and export trade, the Government must treat this matter with the utmost seriousness and engage in immediate negotiations with the Indian side to resolve the crisis.
