    India was here: The story of SuperComputing! In 1987, the United States denied India a Cray X-MP supercomputer, citing export controls and fears of nuclear misuse. The following year, Rajiv Gandhi asked Dr. Vijay Bhatkar if India could build its own. "I have not seen a supercomputer," Bhatkar replied. "I have only seen a picture of the Cray. But yes, we can." Gandhi gave C-DAC a mandate, three years, and a budget smaller than the cost of the machine being denied. In 1991, Bhatkar delivered PARAM 8000: built for less than what America had been willing to charge, and purchased by fourteen countries, including Germany, the United Kingdom, and Russia. At the 1990 Zurich Supercomputing Show, the prototype benchmarked second among all systems evaluated. Gandhi did not live to see it. He was assassinated in May 1991. American media covered it using the headlines: "Denied supercomputer, Angry India does it." That should have been the beginning. India's post-1991 software boom pulled talent and capital toward IT services, where India could sell code at scale. Hardware was slower and harder. C-DAC's funding became inconsistent, and no private sector took the relay. And then came the defining irony: when India unveiled its next landmark supercomputer in 2015, SahasraT, it was a Cray XC40, manufactured by the very American company that had refused to sell India the technology thirty years earlier. The state bought what it had once been forced to build. By 2023, China had 162 supercomputers in the global TOP500. The US had 127. India had three. As of 2026, China's LineShine has claimed the global top position. India has zero systems near the upper tier, its AI training runs on rented foreign cloud, and it imports nearly all the high-end chips its researchers require. PARAM was not the end of a story. It was the proof of concept for one. The National Supercomputing Mission was announced in 2015. India is still catching up. The machine was called PARAM: supreme. The next 25 years that followed were neither.
