かつては毎週のように街頭演説をした参政党の聖地、新橋駅前SL広場で9/12、久しぶりに街頭演説、かつてはいつも一緒に演説していた神谷氏と共にというのも久しぶりでしたし、すっかり慣れてしまった騒音だらけの酷い演説妨害も久しぶりでした。私に割り当てられた10分の間に、参政党が外国人問題への対応に道筋をつけ、皇室典範も国旗損壊罪もそうですが、日本国民の本来の常識へと日本の政治や政策を変える成果を現にあげていることから話を始め、参政党が拠って立つ反グローバリズムが世界の潮流であることを強調しました。 その事例として、ドイツでのAfDの州議会選挙での得票率44％での圧勝（住民の4割以上が支持している政党は、ど真ん中の政党であって、マスコミはこれを「極右」と呼ぶのはやめるべし）に加え、一昨日まで私が訪れたニュージーランドも豪州も移民推進国家でありながら、それはちょっとおかしいということで自国のアイデンティティを尊重する立場の政党が台頭していることなどを挙げました。 例えばNZでは「NZファースト党」の創設者であり党首であるピーターズ外相は81歳にして同国政界の重鎮ですし、豪州では最近、「ワン・ネーション党」が最近、支持率を大きく伸ばしています（両党とも「Japanese First党」である参政党に近い立場）。 そして、中国が沖縄を日本から分離すべく様々なナラティブ戦（沖縄先住民説や沖縄の地位未定論など）を仕掛けている中にあって、これに毅然と対抗できる政治を沖縄につくるべく、明日9/13の沖縄知事選は日本の安全保障にとって重要な選挙であり、ぜひ、参政党も応援している古謝げんた氏への投票を働きかけてほしいことも申し上げました。 その上で、いま分断に向かう国際社会にあって、日本の「和と調和」が次なる文明を導く価値観として期待されていることなどにも言及。その使命を果たす政治を創るべく、日本の国政政党の中ではほぼ唯一、そうした国家観について明確な哲学を持つ政党である参政党をもっと伸ばしてほしいと訴えました。 それにしても、話している本人が自らの言葉を聴き取れないぐらいのいつもの妨害、神谷代表が今回の演説の中で言った通り、来る臨時国会で参政党が議員提案をする予定の演説妨害罪の立法事実が増えるだけのことではないでしょうか。 その他、今回は国会議員では、初鹿野ひろき、鈴木みか、後藤翔太、工藤聖子、豊田真由子の各議員も演説いたしました。

金融関係者や多数の国会議員が出席する「全国証券大会」に顔を出してまいりました。色々な方々がひしめき、それぞれひと言ご挨拶するのが精一杯でしたが、かねてからお世話になっている某大臣とは積極財政をめぐって懇談。参政党はプレッシャーをかけます。財務省OBも多数出席する会ですが、いまは証券市場関係の某団体幹部である財務省の某先輩に「積極財政は日本経済を強くするものであり、経済成長は市場も評価するはず」と申し上げたところ、「その通り。だから日本の市場はそれでも落ち着いている。」…ちゃんと見ています。高市政権には市場を恐れることなく、日本の国民経済のための積極財政を進めてほしいものです。参政党からは私と同じく参院の財政金融委員である塩入議員も出席しました。

ドイツ統一から36年、ドイツ大使館にて開催されたドイツ統一記念レセプションに参加いたしました。私がドイツに住んでいたのはドイツ統一より前の西ドイツでしたから、もう40年ぐらい前のこと、単語もだいぶ忘れていますが、まずはペトラ・ジグムント大使（写真の女性）とドイツ語でお話し祝意を申し上げました。城内実大臣はじめ多くの国会議員が参加した会場でドイツ人の方々とお話しすると、皆さん、Sanseitoのことはご存知で、神谷代表がAfDのトップと会談したことを知っている方も。ドイツ側は大使館関係者だけでなく、民間の方など各界の方々が来られていましたが、オレンジ色のネクタイを着用しているだけで、Sanseito！とおっしゃる方も…このAfD（ドイツのための選択肢）がなぜ、ザクセンアンハルト州議会選挙で44％もの得票率になるなど、旧東ドイツ地域を中心に急激に伸びたのか…どうも真相は、かつて社会主義だった頃に、権力側は建前だけでウソをついているという、エスタブリッシュメントに対する強烈な不信感が東ドイツでは根付いていることにもあるようです。これは、私が某在日ドイツ人の方に、かつて1980年代に当時の東ドイツで1週間のホムスステイをした際に、屋根裏部屋に近所の人たちが集まっては職場などではできない体制批判で盛り上がっていた話をした際に出てきた話でした。この方は、AfDを危険な極右と決めつけている建前とは違う本当のお話をいつでもいたします、と。 この会には参政党からは、山中泉、谷浩一郎、吉川里奈の各議員も参加しました。

参議院で高市総理の所信表明演説に対する代表質問が10/8と10/9に行われ、参政党からは神谷代表が登壇。ドイツなど欧州数か国を回り、反グローバリズムの国民運動が世界の政治潮流であることを示しつつ、その立場から、消費減税も物価対策よりも賃金上昇を主眼にせよ、海外勢力に左右されない国づくりのため産業主権の維持、再エネ賦課金の廃止、食料安保に向けた国内農業と防疫の保護、外国人流入への数量規制など、参政党の基本政策の立場から論点をぶつけました。 他の党が言わない内容が多いこともあり、本会議場ではじっと耳を傾ける各党議員が多かったですが、高市総理の答弁は相変わらずの中身スカスカで議論になりません。 10/9は午前午後とほぼ丸一日の代表質問の合間に党の両院議員懇談会、会長として私からの挨拶では、論戦が本格化した今国会では他党からは早速、簗大臣の問題とか減税の財源論などが追及されているが、我が党は本質的な論点で正論をぶつけて行きましょう…と。 例えば、神谷代表の代表質問では、危機管理投資は財政の役割だが、成長投資はそもそも民間主導であり、そのためにもっと大事なのは民間銀行の融資であって、地方や中小の金融機関による信用創造の促進であるとの下りがありましたが、これについて私の大蔵省の経験でお話したのは、90年代の金融グローバリズムによる日本の経済植民地化でした。 あのときに金融がガタガタになってから日本国内の資金循環が弱まり、そのもとでは積極財政も効きにくくなります。北海道拓殖銀行の破綻以降、北海道経済が低迷し、国が公共事業をつぎ込んでも砂漠に砂を撒くが如しだったと記憶しています。そうした経済の根本の本質論こそ、我が党が国会で提起していくべき。 来週は予算委員会です。 この日の夜は、儒学者である大場一央氏を講師とする党内勉強会の第一回目、政治には哲学を…日本は自らどのような国づくりをするのか、その根本理念を党内で共有していくことになります。

千鳥ヶ淵全戦没者追悼法要に9/18、参政党を代表して参拝、それぞれ各党を代表して参拝した国会議員と共に焼香し、平和への祈りを捧げました。理由が何であれ戦争は起きてはならない、だからこそ、抑止力の強化によって武力による挑発を無意味なものにすることで戦争そのものが起きないようにしなければならない、それが平和国家を標榜するからこその日本の道だと思います。参政党からも何人かの国会議員が参拝しました。

中国による浸透分断工作を受け続ける沖縄県の知事選で、参政党も応援した古謝げんた氏が当選したことは日本の国の守りの上で大きな意義があり、望ましい結果になったことをまずは祝福したいと思います。国家防衛の上で沖縄県民を含む日本国民の間にこのところ急速に高まった危機感や意識変化がもたらした結果だったともいえるでしょう。しかし、それぞれ異なる思惑や立場の違う政党が古謝氏を応援したことや、辺野古の転覆事故、基地問題が選挙戦でほとんどイシューにならなかったとされることにも鑑みると、同氏の闘いはこれからかもしれません。同氏が知事として毅然たる対応ができるよう、今後とも更なる応援が求められるものと思います。
