Symptom 1—Executive concentration: Parliament increasingly risks becoming a forum that ratifies decisions already taken. Symptom 2—Declining debate: Reasoned persuasion is increasingly replaced by political communication designed for external visibility and virality. Symptom 3—Erosion of institutional memory: Democracy depends upon conventions, restraint and accumulated parliamentary wisdom, not merely written rules. Symptom 4—Weakening committees: Committees enable detailed legislative scrutiny and protect policymaking from partisan haste. Representation without deliberation is inadequate; electoral majority cannot become institutional entitlement. Challenges Executive dominance, shrinking scrutiny, shorter parliamentary sittings, weakened committee mechanisms, majoritarianism, declining quality of debate, politicisation of dissent and erosion of institutional conventions can hollow out parliamentary democracy. Constructive Criticism The author rightly identifies institutional decline, but Parliamentary efficiency and legislative speed are not inherently democratic failures. The challenge is to reconcile effective governance with meaningful scrutiny, rather than equating every executive initiative with institutional weakening. Way Forward Strengthen department-related standing committees, ensure adequate legislative scrutiny, protect Opposition space, revive parliamentary conventions, improve research support for MPs, encourage evidence-based debate, and preserve procedural transparency. Majority rule must operate within constitutional morality and institutional restraint. Conclusion Parliament is not an obstacle to governance; it is governance at its most democratic—where power is questioned, explained and constitutionally restrained.
