ಮಾಜಿ ಮುಖ್ಯಮಂತ್ರಿ @siddaramaiah ಅವರು ಚುನಾವಣಾ ವ್ಯವಸ್ಥೆ ಶುದ್ಧವಾಗಬೇಕೆಂಬ ಆಶಯದಲ್ಲಿ ಲೇಖನ ಬರೆದಿದ್ದಾರೆ. ನಿಜ. ಭಾರತದಲ್ಲಿ ಚುನಾವಣಾ ವ್ಯವಸ್ಥೆ ಸುಧಾರಣೆಯಾಗಲೇಬೇಕು. ಅದರಲ್ಲಿ ದೂಸ್ರಾ ಮಾತೇ ಇಲ್ಲ. ಸಿದ್ದರಾಮಯ್ಯ ಅವರು ವ್ಯಕ್ತಪಡಿಸಿರುವ ಅಭಿಪ್ರಾಯಕ್ಕೂ ನನ್ನ ವಿರೋಧವಿಲ್ಲ. ಏಕೆಂದರೆ ಚುನಾವಣಾ ಭ್ರಷ್ಟಾಚಾರ ಹಾಗೂ ಮಿತಿ ಮೀರಿದ ವೆಚ್ಚ ಇಂದಿನ ಸಮಕಾಲೀನ ರಾಜಕೀಯ ವ್ಯವಸ್ಥೆಯನ್ನು ಹಿಂಜಿಹಿಂಜಿ ಕೊಲ್ಲುತ್ತಿರುವ ಕಾರ್ಕೋಟಕವೇ ಸರಿ. ನಮಗೆಲ್ಲ ಗೊತ್ತಿರುವಂತೆ ಸಿದ್ದರಾಮಯ್ಯ ಅವರು ಮುಖ್ಯಮಂತ್ರಿಯಾಗಿದ್ದ ಅವಧಿಯಲ್ಲಿ ನಡೆದ ಉಪಚುನಾವಣಾ ವೆಚ್ಚಗಳಂತೂ ಗಗನಗಾಮಿನಿಯಾಗಿತ್ತು ! ಆ ಸಂದರ್ಭದಲ್ಲೇ ನೀವು ಇಂಥದೊಂದು ರಾಷ್ಟ್ರೀಯ ಕಾಳಜಿಯನ್ನು ಪ್ರಕಟಪಡಿಸಿದ್ದರೆ, ಪ್ರಚುರಪಡಿಸಿದ್ದರೆ ಅದರ ಮಹತ್ವವೇ ಬೇರೆಯಾಗುತ್ತಿತ್ತು ಎಂಬುದು ನನ್ನ ಸಣ್ಣ ಆಕ್ಷೇಪ. ಚುನಾವಣಾ ಭ್ರಷ್ಟಾಚಾರದ ಬಗ್ಗೆ ಮಾತನಾಡಿರುವ ತಾವು ನಿಮ್ಮದೇ ಕಾಲದಲ್ಲಿ ನಡೆದ ಕೆಲ ಆಡಳಿತಾತ್ಮಕ ಭ್ರಷ್ಟಾಚಾರದ ಬಗ್ಗೆಯೂ ಉಲ್ಲೇಖಿಸಿದ್ದರೆ ಲೇಖನ ಇನ್ನಷ್ಟು ಪರಿಣಾಮಕಾರಿಯಾಗಿರುತ್ತಿತ್ತು ! ಏಕೆಂದರೆ ಇದು ಚುನಾವಣಾ ಭ್ರಷ್ಟಾಚಾರದ ಫಲಿತ ರೂಪವಲ್ಲವೇ ? ಶುದ್ಧೀಕರಣ ಯಾವಾಗಲೂ ಮನೆಯ ಬಾಗಿಲಿನಿಂದಲೇ ಆರಂಭವಾಗಬೇಕು. ನಿಮ್ಮದೇ ಸರ್ಕಾರದ ಅವಧಿಯಲ್ಲಿ ವಾಲ್ಮೀಕಿ ಅಭಿವೃದ್ಧಿ ನಿಗಮದಲ್ಲಿ ನಡೆದ ಭ್ರಷ್ಟಾಚಾರದ ಆರೋಪದ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಸಚಿವ ಸ್ಥಾನಕ್ಕೆ ರಾಜೀನಾಮೆ ನೀಡಿದ್ದ ಬಿ.ನಾಗೇಂದ್ರ ಅವರನ್ನು ನಿನ್ನೆಯಷ್ಟೇ ಮತ್ತೆ ಸಂಪುಟಕ್ಕೆ ಸೇರಿಸಿಕೊಳ್ಳಲಾಗಿದೆ. ಇದರಿಂದ ನೈತಿಕತೆಯ ಬಗ್ಗೆ ಯಾವ ಸಂದೇಶ ನೀಡಿದಂತಾಗುತ್ತದೆ ? ಕಳೆದ ಲೋಕಸಭಾ ಚುನಾವಣೆಗೆ ಈ ಅಕ್ರಮದ ಹಣವನ್ನೇ ಕಾಂಗ್ರೆಸ್ ಬಳಸಿಕೊಂಡಿತ್ತು ಎಂಬ ಗಂಭೀರ ಆರೋಪ ಕೇಂದ್ರೀಯ ತನಿಖಾ ಸಂಸ್ಥೆಗಳು ಉಲ್ಲೇಖಿಸಿವೆ. ಹೀಗಾಗಿ ನಾಗೇಂದ್ರ ಮರು ಸೇರ್ಪಡೆ ಸಂದರ್ಭದಲ್ಲಿ ಸಾರ್ವಜನಿಕವಾಗಿ ವಿರೋಧ ದಾಖಲಿಸಬೇಕಾಗಿದ್ದ ತಾವು ಚುನಾವಣಾ ವ್ಯವಸ್ಥೆಯ ಬಗ್ಗೆ ಮಾತನಾಡಿದ್ದು ಸೆಲೆಕ್ಟಿವ್ ಅನ್ನಿಸುತ್ತಿದೆ. ಅದೇ ರೀತಿ ಗೃಹಲಕ್ಷ್ಮಿ ಯೋಜನೆಯ ಸಾವಿರಾರು ಕೋಟಿ ರೂಪಾಯಿಗಳ ವ್ಯವಹಾರದ ಬಗ್ಗೆ ಎದ್ದ ಪ್ರಶ್ನೆಗಳಿಗೆ ಇಂದಿಗೂ ಜನರ ಮುಂದೆ ಸ್ಪಷ್ಟತೆ ಇಲ್ಲ. ಉತ್ತರದಾಯಿತ್ವದ ಬಗ್ಗೆ ಮಾತನಾಡುವವರು ಮೊದಲು ಈ ಪ್ರಶ್ನೆಗಳಿಗೆ ಉತ್ತರಿಸಬೇಕಲ್ಲವೇ? ಅದೇ ರೀತಿ ಮುಡಾ ಹಗರಣದಲ್ಲಿ ನ್ಯಾಯಾಲಯದಿಂದ ಇದಮಿತ್ಥಂ ಎಂಬ ಕ್ಲೀನ್ ಚಿಟ್ ಇನ್ನೂ ಸಿಗದೇ ಇರುವಾಗ ನಿಮ್ಮ ಪುತ್ರನನ್ನು ನಗರಾಭಿವೃದ್ಧಿ ಇಲಾಖೆಯ ಸಚಿವನನ್ನಾಗಿಸಿದ್ದು ಕೂಡಾ "ಹಿತಾಸಕ್ತಿ ಸಂಘರ್ಷ " ಎಂಬ ಅಭಿಪ್ರಾಯ ಸಾರ್ವಜನಿಕ,ರಾಜಕೀಯ ಹಾಗೂ ನ್ಯಾಯಾಂಗ ವಲಯದಲ್ಲಿ ದಟ್ಟವಾಗಿದೆ. ಪ್ರಜಾಪ್ರಭುತ್ವವನ್ನು ದುರ್ಬಲಗೊಳಿಸುವುದು ಕೇವಲ ಚುನಾವಣಾ ವ್ಯವಸ್ಥೆಯೊಂದೇ ಅಲ್ಲ . ಆಡಳಿತದಲ್ಲಿ ದ್ವಂದ್ವ ಮಾನದಂಡ, ನೈತಿಕತೆಯ ಕೊರತೆ ಮತ್ತು ಪ್ರಶ್ನೆಗಳಿಗೆ ಉತ್ತರಿಸದ ಸಂಸ್ಕೃತಿಯೂ ಅಷ್ಟೇ ಅಪಾಯಕಾರಿ. ಈ ಎಲ್ಲ ವಿಚಾರಗಳು ನಿಮ್ಮ ಲೇಖನದಲ್ಲಿ ಸೇರಿದ್ದರೇ ಇನ್ನಷ್ಟು inclusive ಬರಹವಾಗುತ್ತಿತ್ತು ಎಂಬುದು ನನ್ನ ಅಭಿಮತ. ಒಪ್ಪುವಿರಲ್ಲವೇ ?
