Este Gobierno es un despelote. Natalia Ducó no es la primera baja por un cuestionamiento reprochable: antes hubo una ministra que utilizó su cargo para solicitar información sobre un caso personal. Ya sabemos cómo terminó. El cuadro es aún más preocupante: 33 seremis han dejado sus cargos por situaciones que van desde investigaciones por droga o acusaciones de violación, hasta no cumplir los requisitos para ejercer el cargo. Incluso hemos tenido nombramientos que duraron apenas 24 horas. Es decir, ni siquiera se revisaron adecuadamente los antecedentes de las personas que estaban siendo nombradas. A menos de seis meses de asumir, este Gobierno acumula 42 salidas: 3 ministras, 6 subsecretarios y 33 seremis. Y mientras tanto, vemos ministros que salen públicamente a decir que no saben qué está haciendo el otro ministerio, incluido el propio ministro vocero. Esto ya no puede explicarse como casos aislados: corresponde hablar, con preocupación, del nivel de improvisación de este Gobierno. El periodo de instalación debió haber terminado hace meses. A estas alturas, el Gobierno debería estar gobernando y no seguir resolviendo quiénes pueden ocupar los cargos que ellos mismos nombraron.

Solicité a la Comisión de Relaciones Exteriores oficiar a Cancillería para esclarecer la participación de Chile en el llamado Escudo de las Américas, una iniciativa impulsada por Donald Trump cuyo primer encuentro se realizó en su propio campo de golf y que ha sido presentada como una alianza de carácter abiertamente antichino. Chile dice que participa como observador. Pero entonces, ¿por qué Estados Unidos lo trata como miembro y espera que se comporte como tal? ¿En virtud de qué instrumento adquirimos esa condición? ¿Qué compromisos asumió Chile? Y, sobre todo, ¿por qué el Congreso no conoce el documento que regula esta iniciativa? No es una pregunta menor. En sus reuniones se ha planteado a los países aumentar el gasto en defensa, involucrar a sus Fuerzas Armadas e incluso abandonar la Corte Penal Internacional. Si Chile es solo observador, una cosa. Si es miembro, otra muy distinta. Chile no puede estar dentro de una alianza militar por interpretación. Y la pregunta es especialmente relevante porque el canciller Pérez Mackenna se encuentra hoy en China. Sería bueno que pudiera explicar con claridad cuál es la verdadera posición internacional de nuestro país. Chile tiene todo el derecho a profundizar sus relaciones con Estados Unidos, con China y con cualquier otro país. Pero nuestra política exterior no puede definirse en función del fanatismo o las preferencias ideológicas de un gobierno. La prioridad debe ser una sola: defender los intereses de Chile y mantener una política exterior soberana.

Estamos en este instante en una sesión especial de la cámara de diputados para hablar sobre la emergencia producida por el sistema frontal en 7 regiones de Chile. La ministra Wulf y los ministros Alvarado y de Grange, asistieron, pero no quieren hablar, ignoramos si es porque no les parece interesante el tema, o porque consideren que la Cámara de Diputados no es un lugar digno de sus explicaciones, porque tampoco han querido decir porqué no quieren hablar, rendir cuenta, mostrar planes, lo que sea. Camilo Escalona entregó su vida a la lucha por la justicia. Hijo de la clase trabajadora, se formó política e intelectualmente en el socialismo chileno, en la escuela de Clodomiro Almeyda, a quien reconoció siempre como maestro, y consagró esa formación al sueño de un Chile más justo. Militaba desde los trece años, a los dieciséis era dirigente secundario y le disputó la FESES a la derecha en plena Unidad Popular, a los dieciocho resistió el golpe en San Miguel. Un militante contra la dictadura que entró clandestino a Chile a pelear por la democracia. Y después un parlamentario que discutió de frente, con quien no siempre estuvimos de acuerdo como sector. Homenaje y memoria al compañero Escalona, a su partido y a su familia.

Hoy, junto a toda la bancada del Frente Amplio, votamos a favor de prohibir las carreras de perros galgos y de establecer sanciones para quienes las realicen. No podemos seguir permitiendo una práctica que implica maltrato y crueldad animal, y que además muchas veces termina con perros abandonados cuando dejan de ser útiles para las carreras. No hay ninguna necesidad de someter a estos animales a este sufrimiento. La aprobación de este proyecto en general es un paso importante para avanzar hacia una sociedad que entienda que el respeto y el cuidado de los animales también son parte de cómo queremos vivir. Quiero aprovechar también de reconocer a todas las organizaciones y personas que durante años han trabajado para rescatar y proteger a los galgos. #GalgosLibres

Argumentos sobran para afirmar que las declaraciones emitidas por el embajador Zaliasnik en un programa estadounidense son de la máxima gravedad y se escapan de sus atribuciones. Un llamado de atención de parte del gobierno es insuficiente. Estamos hablando de un diplomático que, por su activismo, es incapaz de defender los intereses de TODOS los chilenos ante Israel.
