El 10 de junio de 1977, el barco de carga masiva israelí Yuvali se encontró con un barco de pesca con 66 refugiados vietnamitas que estaban flotando durante días. El capitán, Meir Tadmor, había recogido a los refugiados y procedió a Taiwán. El barco llegó a Taiwán la semana siguiente, pero las autoridades se negaron a permitir que los vietnamitas pisaran la tierra.
