Hoy es día de vencimiento anual de impuestos de personas humanas. Me alegra mucho ver que lo que hoy propone el presidente es lo que sostuve siempre y lo que llevé a la práctica cuando me tocó presidir el BCRA: “Es misión primaria y fundamental del Banco Central preservar el valor de la moneda”. La última vez que Argentina tuvo inflación de un dígito ANUAL (2003-4), 1. Había superávit fiscal ✔️ 2. Había superávit externo (cuenta corriente) 3. No había inercia inflacionaria 4. La política monetaria era diseñada y ejecutada por el BCRA 5. El BCRA era legalmente independiente ✔️ 6. Ninguno de sus directores estaba a tiro de decreto 7. Incumplir la meta de inflación era causal de remoción del directorio (independencia + responsabilidad = incentivos alineados). La reforma a la Carta Orgánica del BCRA que se discute hoy en el Congreso agrega una tilde a esta lista de precondiciones (la 5); quedan muchas sin chequear todavía.
