Señor Ministro de Defensa, señor Comandante General de las Fuerzas Militares y señor Director General de la Policía Nacional: La información que estoy recibiendo sobre el hurto de combustibles y crudo en Colombia es absolutamente alarmante y exige una respuesta inmediata y contundente del Estado. Cada mes estarían siendo hurtados cerca de 123.700 barriles de productos refinados —gasolina, diésel y nafta—, importados o producidos por Ecopetrol. Esto estaría ocurriendo solamente en un poliducto de 14 pulgadas que conecta Pozos Colorados, en Santa Marta, con el interior del país, y las pérdidas se concentran principalmente en Cesar y Magdalena. De mantenerse este ritmo, estaríamos hablando de más de 1,5 millones de barriles al año, con pérdidas superiores a $500.000 millones para Ecopetrol y, por tanto, para la Nación. Hay un elemento adicional que hace esta situación todavía más grave: estos combustibles son utilizados como insumos en el procesamiento ilícito de cocaína. Por eso debemos determinar cuánto del combustible hurtado está terminando en las cadenas del narcotráfico y qué organizaciones están detrás de su adquisición y transporte. Los delincuentes estarían utilizando las denominadas “caravanas de la muerte” para cargar, transportar y escoltar el combustible hurtado, llegando a movilizar hasta 600 vehículos, muchos de ellos con destino al Catatumbo. Si confirmamos que gran parte de este combustible está alimentando los complejos de producción de cocaína, entonces no estamos solamente frente a un gigantesco robo a Ecopetrol: estamos frente a una cadena criminal que puede estar conectando el hurto de hidrocarburos con el narcotráfico y la financiación de organizaciones armadas terroristas. Paralelamente, continúa siendo crítica la situación del apoderamiento ilegal de crudo en diferentes regiones del país. Tenemos antecedentes gravísimos como el Oleoducto Trasandino (OTA) y la situación del Caño Limón-Coveñas en el Catatumbo, donde la acción criminal ha afectado severamente la operación. Esto tiene que acabarse. Quiero una operación conjunta de las Fuerzas Militares y la Policía Nacional, articulada con Ecopetrol, la Fiscalía y las demás autoridades competentes, para atacar integralmente esta economía criminal. No quiero que persigamos solamente al que perfora el tubo. Hay que desmantelar toda la cadena: quién financia, quién hurta, quién almacena, quién transporta, quién escolta, quién compra y quién comercializa; y, especialmente, determinar qué cantidad termina en las estructuras del narcotráfico y quiénes son sus destinatarios finales. Necesitamos inteligencia, control territorial, operaciones sostenidas, judicialización y extinción de dominio sobre los vehículos, predios, depósitos y demás bienes utilizados por estas organizaciones. Señor Ministro: coordine personalmente esta operación. Quiero resultados y un informe periódico de avances. Cada barril robado es patrimonio de los colombianos. Y si además está siendo utilizado para alimentar la producción de cocaína, estamos permitiendo que con recursos robados a la Nación se fortalezca la misma economía criminal que estamos combatiendo.
