Through the U.S.-DRC Strategic Partnership Agreement (SPA), the United States and the DRC are advancing shared objectives to facilitate greater U.S. and U.S.-aligned investment, diversify the DRC’s mining sector, and promote secure, reliable, and mutually beneficial critical mineral flows. The DRC Council of Ministers’ July 10 approval of the concession agreement for the DRC side of the Lobito Corridor to DFC-supported @MotaEngil is a key SPA milestone and reflects the DRC’s continued commitment to this partnership. The Lobito Corridor will strengthen regional connectivity, catalyze investment, create jobs, and enable two-way trade from the Atlantic Ocean to the DRC that will benefit all of Central Africa. We look forward to the final signing ceremony being organized as soon as possible so implementation can begin, @DFCgov support can be finalized, and the benefits of this transformational project can be realized.

Yesterday we turned over a training complex to the @kdfinfo which will provide the capacity to nearly triple the current class size of the National Defense College. This important complex includes a four-story classroom and office building, a two-story library and an auditorium. It reflects not only an investment in infrastructure, but an investment in shared purpose, and in the future leaders who will pass through these halls.

I am pleased to see additional progress out of the August 17- 21 meetings in Switzerland on furthering the Doha Framework for a Comprehensive Peace Agreement between the Government of the DRC and AFC/M23. The United States will continue advancing peace and stability in eastern DRC and the broader Great Lakes region with the support of Qatar, the Republic of Togo as the AU Mediator, Switzerland, the AU commission and other partners.

The United States is the largest financial contributor to the Ebola response including securing vital medical supplies for Kenya and ensuring the strength and preparedness of Kenya’s health system. Now we intend to provide an additional $242 million in funding for immediate Ebola response and preparedness efforts in the region and humanitarian assistance related to the outbreak. To date, State Department funding has: Supported 8.6 million health screenings across affected and at-risk countries; Reached more than one million people with risk communication messaging; Supported more than 180 health facilities in Ebola-affected areas and contributed to the direct operation of 12 specialized facilities in DRC to isolate and treat Ebola patients; Procured and distributed nearly 300 metric tons of critical supplies, including personal protective equipment and other critical commodities for water, sanitation, and hygiene and infection prevention and control; and Strengthened diagnostic capacity at 11 operational laboratories across the region. https://t.co/KsEuq69xMG
