    Nuestras posiciones (como la salida del gobierno) son de principios. Ser principista es complicado cuando muchos creen que la razón de ser de la política es ocupar espacios para medrar. No nos comprenden, nos dicen “problemáticos”.     Sobre el cambio de Gabinete: José Luis Lupo intentó que la gestión de Rodrigo Paz se profundizara con cambios estructurales, pero chocó con la agenda inmediatista y relajada de otros importantes ministros. El presidente nunca quiso dirimir entre estas dos estrategias y entonces el gabinete se trabó. Se tardó mucho en resolver este problema, como si el tiempo no contara para lograr el objetivo del cambio de modelo. Pero el tiempo es un factor político de primera importancia. Por otra parte, la desaparición del Ministerio de Turismo y Culturas dejó más preguntas que respuestas. La creación de una “agencia” que se dedique al Turismo es algo que se sale de la tradición estatal boliviana; habrá que ver en qué consiste. ¿Dónde quedará Cultura, que es muy importante para darle una referencia conceptual a las transformaciones que hay que realizar? No me gustó ver la foto del gabinete sin mujeres. La única que queda es la Ministra de Salud. El gabinete es un importante espacio de poder, así que en él debería haber una mejor representación de la mitad de la población y de los diversos grupos sociales.

    Mi posición frente al proyecto de ley de inversiones: El gobierno mandó al Parlamento el proyecto de una ley de inversiones ampulosa e intrincada. Es ampulosa e intrincada en dos sentidos: tiene 38 artículos justificativos, argumentativos y de definiciones. Y, sobre todo, establece un complicado sistema de calificación de las inversiones elegibles y las inversiones seleccionadas que recibirán incentivos tributarios. Existe una matriz de 100 puntos que permite establecer qué cantidad de beneficios recibirá el inversor. Este sistema es altamente burocrático: requiere por ejemplo la aprobación de planes de inversión quinquenales y de una nueva Agencia especializada, completamente dedicada a calificar proyectos. Además, genera riesgo moral. En los hechos, que un proyecto sea elegible y seleccionado, y que reciba un 20% o en cambio un 100% de liberación del IUE y otros impuestos y aranceles dependerá de la decisión de funcionarios, que como ya sabemos no son ángeles incorruptibles. Si esta ley pasa, se habrá creado una nueva área de alta sensibilidad ética como la de la importación de combustibles o la regulación de la calidad de los alimentos, que hoy están en serio cuestionamiento. El Parlamento debería cambiar esta norma de modo que los incentivos sean automáticos y planos para todos los proyectos del mismo tamaño. Lo que debe mantenerse de la ley en mi opinión son las alianzas público-privadas y el esfuerzo para ubicarse en el centro: se necesita inversiones, pero también fuertes atribuciones del Estado y el Parlamento en materia de recursos naturales. Espero que el Ejecutivo acepte discutir este proyecto y que no pretenda aprobarlo por consigna política.
