    بنوك مصر والمشروع الإيراني!؟ هل يجوز اعتبار مصر "بوابة لإيران" لأن فروع بنك مصر الستة في الإمارات مرّرت، بحسب الخزانة الأميركية، نحو 1.8 مليار دولار لـ103 شركات يُحتمل أنها جزء من شبكات الظل الإيرانية، بين يناير 2024 ويونيو 2026؟ طبعاً لا. الإجراء الأميركي لم يمتد إلى بنك مصر في القاهرة أصلاً. لا أحد يصف مصر بـ"بوابة إيران" بسبب مخالفة مصرفية. لكن حين يتعلق الأمر بدبي، تقفز السردية المعادية للإمارات لتعمّم التهمة على المدينة بأكملها، ثم على الدولة ومنظومتها السيادية. تختفي المسافة بين الدولة وفضائها التجاري، وتصبح كل شركة هي الإمارات نفسها. يُسقط البعض التمييز بين ثلاث درجات مختلفة: استخدام سوق الامارات، قصور رقابي محتمل، ووجود تواطؤ حكومي أو سياسة دولة. من لا يحترم هذا التمييز، يتعمد استخدام حركة المال لصناعة رواية سياسية. دبي منصة تجارية ولوجستية عالمية، تتشابه تشغيلياً مع مراكز مثل زيوريخ وسنغافورة في تقديم خدمات تعتمد على خفض التكلفة وسرعة الحركة. يجذب هذا الانفتاح المستثمرين الشرعيين، لكنه يُغري أيضاً الأطراف المحاصَرة دولياً بمحاولة النفاذ عبر قنواته. ولكن بخلاف زيوريخ وسنغافورة، دبي أقرب جغرافياً وثقافياً واجتماعياً لإيران، ما يجعلها هدفاً طبيعياً لمحاولات الاختراق. وهي تقع في منطقة استقطاب سياسي حاد يتجاوز الملف الإيراني، ما يعرّضها لحملات تشويه متعمّد تستثمر في ثغرات ملازمة لأي نظام اقتصادي مفتوح. هذه الثغرات موجودة، وهي مصدر قلق مشروع للإمارات قبل واشنطن، وهو ما يفسّر الحوار الدائم بين أبوظبي وشركائها بحثاً عن معادلة تحمي طبيعة الاقتصاد المفتوح دون أن يتحوّل إلى أداة إسناد للجريمة والإرهاب. خرجت الإمارات من القائمة الرمادية لمجموعة العمل المالي (FATF) في فبراير 2024 بعد أن أقرّت المجموعة بتحقيقها تقدماً كبيراً في تحسين الرقابة على المخاطر، وتشديد العقوبات على المخالفين، وتطوير تقارير العمليات المشبوهة، وتعزيز بروتوكولات التحقق من المستفيد الحقيقي، وتفعيل الاستخبارات المالية والتحقيقات. وفي 2025 صدر المرسوم الاتحادي رقم 10 بشأن مكافحة غسل الأموال وتمويل الإرهاب، وحدّثت الجهات التنظيمية قواعدها تبعاً له. التعاون المالي الإماراتي–الأميركي ليس ظرفياً، إذ يعمل البلدان عبر فريق عمل ثنائي لمكافحة غسل الأموال وقنوات استخبارات مالية رسمية، أدت الى اغلاق شركات وسحب تراخيص وتوقيف مخالفين. يستند هذا النجاح الى أن المنظومة الرقابية في الامارات متعددة الطبقات: المصرف المركزي يشرف على المؤسسات المالية المرخصة اتحادياً، ووزارة الاقتصاد تتولى القطاعات غير المالية كالعقار والمعادن الثمينة، والجهات المنظِّمة للمناطق الحرة تراقب الكيانات المسجلة فيها، وسلطة دبي للخدمات المالية (DFSA) تنظّم مركز دبي المالي العالمي (DIFC). يوفر هذا النظام الرقابي المتعدد، كنزا معلوماتياً سيادياً من السجلات الرقمية والهويات المالية ويسهل الرقابة المؤسسية وعمل أدوات التعقّب والتفكيك، على عكس الاقتصادات المغلقة في جغرافيات أخرى. ولأن الشيء بالشيء يذكر، يقفز ملف الذهب الى الذهن. استقبلت الإمارات في 2024 ذهباً سودانياً بقيمة 1.97 مليار دولار، أي 1.06% فقط من إجمالي تجارة الذهب المارة عبرها والبالغة 186 مليار دولار. ولإكتمال الصورة، وجّهت حكومة عبد الفتاح البرهان (المعادية للإمارات) نحو 97% من صادرات الذهب من المناطق الخاضعة للجيش السوداني في 2024 إلى الإمارات، بقيمة 1.52 مليار دولار، مثّلت وحدها 48.5% من إجمالي صادرات السودان. فالمالية السودانية تعتمد شبه كلياً على عائدات الذهب، ودبي هي السوق الأقرب والأيسر لكل الأطراف، بما فيها حكومة البرهان نفسها. حين قطع البرهان العلاقات مع أبوظبي وتوقفت خطوط الشحن، فقد الجنيه السوداني نحو 40% من قيمته في أسابيع. يجعل هذا السياق من الصعب اختزال سوق الذهب الإماراتي بوصفه قناة خاصة بطرف سوداني واحد. كما يجعل من الصعب اختصار مخالفات مصرفية للقول إن الامارات هي الشريان الاقتصادي للمشروع الإيراني. بنك مصر بعد الذهب السوداني يوضحان أن الفصل قائم بين سوق دبي والامارات عامةً كبنية تحتية تجارية ومالية وبين الموقف السيادي للدولة الإماراتي. دمج المصرف المخالف بأساطير ملف الذهب سردية سياسية لا تمتّ إلى الوقائع بصلة.

    The @USTreasury's promised "major announcement" on a financial institution is Banque Misr UAE, where FinCEN found 103 suspected Iranian shadow banking fronts moved $1.8B. The tool chosen matters because FinCEN's 311 has an offramp that an OFAC sanction does not. The bank can address structural issues in the time it takes for the rule to take effect (if derisking doesn't take it out first).     Iran says $7.5bn in oil money “hit the Central Bank” and they’re covered till winter. Here’s the bluff: Selling $7.5bn of oil? Possible. Pocketing $7.5bn in cash? No. Most of that money is stuck in China in restricted accounts allowed to buy Chinese goods. Most of the $7.5bn is a gift card that only works in Beijing. A much smaller slice becomes real dollars. In a normal year that’s about 1 dollar in 10. June’s license, however, allowed buyers, for few weeks, to pay for Iranian oil in dollars, even to the Central Bank, so the cash share of those cargoes was likely much higher. maybe half or more. Trackers put June exports around $4.5bn. It is reasonable to assume a slightly larger share of those barrels settled in real dollars than in a normal sanctioned year. Even so, banks stayed hesitant, so the cash uplift is modest. On the full $7.5bn gross equivalent, the slice that actually reached the Central Bank is only a bit fatter than a standard evasion year—on the order of $1.5bn at best, rather than well under $1bn. If the whole pile were cash in Tehran, bread, medicine, and the dollar rate wouldn’t look like this. 1$= 2 Million rial. They sold oil, counted the gift card as cash, and held a press conference. Current loadings have collapsed under the reimposed blockade, to roughly 250–260k bpd in August, more than 70% below July and over 80% below last year. Talking up the earlier haul and the 99% budget print is bravado aimed at Economic D-Day. The louder they sell a better yesterday, the clearer it is they already know how sharp the new policies will cut, and how little cash is coming in behind them.
