    ¿Cómo es que SEMARNAT autorizó que 46 osos salieran de un hipódromo en Tijuana para ser exportados a India y Emiratos Árabes Unidos? Dos osos grizzly fueron autorizados por la SEMARNAT para ser exportados a Emiratos Árabes Unidos a principios del 2026 y otros 44 osos negros aparecen en permisos de exportación a India entre 2024 y 2025. Todos procedían de un “zoológico” cuyo permiso tiene como dirección una caballeriza ubicada dentro del Hipódromo Agua Caliente de Tijuana. De acuerdo con los registros oficiales sobre las autorizaciones emitidas por la SEMARNAT para la importación y exportación de ejemplares, partes y derivados de vida silvestre, que obtuvimos mediante una solicitud de transparencia. Encontramos que entre 2024 y 2025 SEMARNAT emitió permisos para enviar a India 44 osos negros (Ursus americanus), especie en Peligro de Extinción en México. Procedentes de Parque Zoológico Internacional, A.C., registro DFYFS-ZOO-P-0005-B.C./98 a nombre de Fernando Celaya Fernández. El primer permiso, CITES MX 129785, fue expedido el 16 de febrero del 2024 durante la administración de María Luisa Albores al frente de SEMARNAT con el que se exportaron 22 osos negros. El 28 de marzo de 2025 SEMARNAT, ya con Alicia Bárcena, emitió un segundo permiso, CITES MX 139631 y especificó que sustituye al permiso otorgado en 2024, a partir de este cambio hay otras 22 exportaciones de osos en diferentes fechas. El 21 de enero del 2026, SEMARNAT autorizó la exportación definitiva a Emiratos Árabes Unidos de 2 osos grizzly (Ursus arctos horribilis) que procedían nuevamente de este supuesto “zoológico”. Este Parque Zoológico Internacional, tiene como dirección una caballeriza y ha pasado de tener registro como UMA a PIMVS. Teniendo permiso de aprovechamiento por parte de la SEMARNAT para venado rojo (Cervus elaphus), búfalo de agua (Bubalus bubalis), llama (Lama glama), emú (Dromaius novaehollandiae), avestruz (Struthio camelus) y dromedario (Camelus dromedarius). También aparecen ganso egipcio (Alopochen aegyptiaca), cisne mudo (Cygnus olor), cisne negro (Cygnus atratus), pavo real (Pavo cristatus) y coatí sudamericano (Nasua nasua). Además tenía autorización para la grulla coronada cuelligrís (Balearica regulorum), especie clasificada internacionalmente en peligro de extinción. Es decir, SEMARNAT mantiene la autorización para el manejo de búfalos, dromedarios, venados, avestruces y otras especies dentro de un establecimiento ubicado en una caballeriza. Incluso SEMARNAT autorizó la exportación definitiva de dos especies de osos sin que se explique su procedencia, ya que los permisos señalan como origen de los ejemplares este supuesto “zoológico”. Los registros de esos ejemplares señalan las autorizaciones de aprovechamiento especiales SGPA/DGVS/04599/20 y SGPA/DGVS/05654/21 y contienen además la anotación “ESPECÍMENES NO SUJETOS PRIMORDIALMENTE A COMERCIO”. La información disponible no permite conocer dónde nacieron los osos, cómo llegaron a este establecimiento, ni quién los recibió en India y Emiratos Árabes Unidos. ¿Nadie revisó a los osos antes de que salieran de México? Si Parque Zoológico Internacional dió como dirección el Hipódromo , ¿cómo es que no se dieron cuenta en PROFEPA? ¿Acaso nunca hicieron una inspección? Alicia Bárcena, ahora deberá explicar cómo es que un establecimiento irregular pudo exportar osos con permisos especiales y de dónde sacaron a estos animales.
