ललितपुर का विष्णु तिवारी नाम का एक आदमी है। साल 2000 में पड़ोसियों से ज़मीन का झगड़ा हुआ। बस, एक झूठा बलात्कार और Sc St Act का केस ठोक दिया गया। सबूत? कुछ नहीं। गवाहियों में इतने छेद कि चलनी भी शर्मा जाए। फिर भी 20 साल जेल में सड़ गया। परिवार तबाह। माँ-बाप और भाई जेल में रहते-रहते मर गए। पुश्तैनी ज़मीन बेचनी पड़ी। 43 साल की उम्र में निकला तो ज़िंदगी का कबाड़ा हो चुका था। 2021 में इलाहाबाद हाईकोर्ट ने बरी किया सबूत नहीं,लेकिन जो बीत गया, वो कौन लौटाएगा? ये कोई अकेला मामला नहीं है। ऐसे हज़ारों विष्णु तिवारी इस देश में सड़ रहे हैं। SC/ST एक्ट को निजी बदले का हथियार बना दिया गया है। आँकड़े भी यही चिल्लाते हैं कितने केस झूठे साबित होते हैं, कितने सबूत के अभाव में बंद होते हैं। लेकिन नैरेटिव वाले बंधु चुप। क्योंकि असली पीड़ित अगर सवर्ण निकला तो वो ‘सामाजिक न्याय’ का हिस्सा नहीं रहता। इस दुरुपयोग पर लगाम लगनी चाहिए। वरना ये कानून न्याय नहीं, बदले की मशीन बनकर रह जाएगा।

IIT बॉम्बे वाले प्रोफेसर सूर्यनारायण डूल्ला आंध्र के OBC हैं, छात्र की आत्महत्या के बाद SC/ST एक्ट में FIR लग गई। राहुल गांधी वाला पूरा गैंग इसलिए चुप बैठा है क्योंकि आरोपी OBC निकला। अगर यही प्रोफेसर कोई जनरल कैटेगरी वाला या खासकर ब्राह्मण होता तो देख लेते इनका नाटक। पूरा मीडिया, कांग्रेस और तथाकथित दलित नेता जातिवाद का रोना रोते और संस्थान को जातिवादी घोषित कर देते। यही इनकी असली राजनीति है जाति देखकर बोलते हैं, तथ्य देखकर नहीं। OBC पर चुप्पी और सवर्ण पर तूफान, बस वोट बैंक का हिसाब किताब चल रहा है।

आज मैं आपको एक कड़वा सच कहने आई हूँ। सच जो कई लोग बोलने से कतराते हैं, क्योंकि सच कड़वा होता है। लेकिन मैंने हमेशा कहा है सच बोलने से कभी समझौता नहीं करूंगी । कोई नाराज हो जाए तो होने दीजिए, लेकिन आइना सबको दिखाना पड़ेगा। मुझे प्रधानमंत्री मोदी जी का एक पुराना भाषण याद है। उन्होंने कहा था “मेरे दलित भाइयों को कोई कुछ न कहे, गो ली मारनी है तो मुझे मारे।” यह बयान अपने आप में इतना अशोभनीय है कि पूरी दुनिया को लगेगा कि भारत में दलित समुदाय हर वक्त खतरे में है। एक प्रधानमंत्री का ऐसा बयान देना शोभनीय नहीं है। इससे क्या संदेश जाता है? यही कि दलित समाज हमेशा पीड़ित है, हमेशा असुरक्षित है, और बाकी समाज उन पर हमला करने को तैयार बैठा है। अब इसी बयान को आईआईटी बॉम्बे के हालिया मामले पर लागू करके देखिए। छात्र साहिल वाकोडे परीक्षा में मोबाइल लेकर बैठा था, चैटजीपीटी से नकल कर रहा था। प्रोफेसर सूर्यनारायण डूल्ला ने पकड़ लिया। उसके बाद छात्र ने आत्महत्या कर ली। पिता का आरोप है कि तीन महीने से जाति के आधार पर परेशान किया जा रहा था। मेरा सीधा सवाल है पूरे कॉलेज में क्या सिर्फ एक ही दलित छात्र था? बाकी छात्रों के साथ क्या हो रहा है, उसकी चर्चा क्यों नहीं होती? शिक्षा का स्तर गिर रहा है, संस्थानों का अनुशासन टूट रहा है, और हर घटना को तुरंत जाति का चश्मा लगाकर देखा जा रहा है। आरक्षण की नीति ने भारत की शिक्षा व्यवस्था को चौपट कर दिया है। योग्यता पीछे छूट गई है, जाति आगे आ गई है। आज हिंदू समाज पूरी तरह जातिवाद में बँट चुका है। चुनाव में हर दल इन्हीं जातियों के वोट बैंक पर चुनाव लड़ता है और लड़ता रहेगा। कोई सरकार इस विभीषिका से निपटना नहीं चाहेगी, क्योंकि वोट का गणित बिगड़ जाएगा। यह स्थिति अब नियंत्रण से बाहर होती जा रही है। भारत के सर्वनाश की पटकथा लिखी जा चुकी है। सनातन समाज अगर अब भी नहीं जागा, सही इतिहास नहीं पढ़ा, सत्य नहीं बोला, तो परिणाम भयावह होंगे। सत्य कड़वा है, लेकिन राष्ट्र निर्माण की पहली शर्त यही है कि कड़वा सत्य स्वीकार किया जाए। आप बोलिए, आप लिखिए, आप चिल्लाइए। अगर आप खुद नहीं बोल सकते तो जो सच बोल रहे हैं, उनके साथ खड़े हो जाइए।

SC/ST एक्ट सबसे ज्यादा OBC के ऊपर ही चलता है, और IIT बॉम्बे वाले केस में भी जिस प्रोफेसर पर एक्ट लगाया गया, वो भी OBC समुदाय से ही हैं। फिर भी OBC समाज खुलकर इसका विरोध क्यों नहीं करता? इसके पीछे न तो कोई बड़ी मूर्खता है और न ही कोई बड़ी चालाकी। असल बात ये है कि OBC कोई एकजुट जाति समूह नहीं है जैसे SC/ST हैं। ये एक बहुत बड़ा और बिखरा हुआ समूह है जो खुद को पहले हिंदू मानता है, जाति की राजनीति को उतना नहीं। बहुजन एकता के नाम पर जो नेता बैठे हैं, उनको OBC की आम जनता से कोई लेना-देना नहीं। वो वोट बैंक देख रहे हैं, इसलिए चुप रहते हैं। जनता भी पार्टी की तरफ देखती रहती है, अपना नुकसान समझ नहीं पाती। नतीजा ये होता है कि SC/ST एक्ट एक हथियार बनकर रह गया है और OBC खुद उसके निशाने पर आकर भी बोल नहीं पाता। यही हकीकत है।
