    Adelanto una opinión polémica y espero interesante de debatir. Me parece una idea que tiene mérito: 1.Crear un vehículo en FIFA que concentre la gestión del Mundial. 2.Colocar un % en el mercado mejorando gobierno corporativo y transparencia. Fondo ancla y flotante público se complementan: el primero aporta capital de largo plazo y disciplina de gestión; el segundo, precio observable y escrutinio continuo. 3.Fortalecer las federaciones y obligar a hacer más incluyente la experiencia del Mundial. Esta dimensión quedó a deber. 4. Transparentar proceso de selección de sedes, sembrado de los equipos, selección de árbitros, proceso de modificación de reglas, piso de distribución y obligaciones de desarrollo. El detalle y debate constructivo debía darse en cómo se articula el vehículo y a que flujos tiene derecho. También cómo se estructura su gobernanza, se fijan sus objetivos, se escoge al fondo o mercado, se distribuye el recurso entre federaciones, se etiqueta su uso y se remunera a la administración. Hoy las federaciones y FIFA son reguladoras, beneficiarias y dueñas a la vez. Un esquema con auditorías, transparencia en el valor y rendición de cuántas abonaría para un mejor Mundial.
