The National Review Panel has reported on the death of a 14-year-old girl and the rape of another teenager while in foster care. [2] There have also been serious allegations raised about children being killed, raped and groomed while in the care of Tusla, along with questions about the protection and oversight of vulnerable children. [3] Further reporting has highlighted serious concerns about vulnerable children and the State's ability to protect them, including a teenage boy who was stabbed in a Tusla care home and a 10 year old girl who was sexually assaulted by a man from Africa who reportedly needed an Arabic interpreter. [4] [5] These are not isolated questions that can simply be brushed aside. ❓ How can a child who is in the care of the State end up in circumstances where their safety is at such serious risk? ❓ Who was responsible for this young person's welfare? ❓ What safeguards were in place - and were they followed? ❓ Where is the urgent intervention? ❓ Where is the accountability? ❓ Where are the answers for the families and for children currently in State care? When the State takes a child into care, it assumes a profound responsibility for that child's safety and welfare. Children in State care cannot be allowed to become invisible. This is not about prejudging the circumstances of the M9 tragedy or assigning blame before all the facts are known. It is about asking a fundamental question: ❓ If the State is responsible for a child, who is responsible for making sure that child is safe?
