    #APPEAL Immensely saddened by return to senseless armed conflict in Ethiopia. It is not too late for Ethiopians to stop fighting and to return to the negotiating table. Pretoria was an inept peace and the genesis of the current mess. External actors intent on undermining Ethiopia certainly stoking conflict indirectly. Arab media and pundits are reporting the new fighting with glee and even talking about 'disintegration of the Ethiopian state. I call on the US, UK, EU, UAE, Israel - the five actors with strong leverage on the government and the belligerents - to step up effort to bring the fighting to a stop. Humanitarian situation in Tigray and northern Ethiopia in general was already grim and war will certainly aggravate situation. Civilians must be protected from deliberate and direct harm and I hope we don't witness the horrors of the Tigray War ever again.

    Preventing a relapse into war in Tigray and between Ethiopia and Eritrea is the most urgent moral, political, and legal priority. So is ending the wars in Oromia, Amhara of Ethiopia and Sudan. What is the current state of readiness to conduct preventive diplomacy on looming wars such as those between Ethiopia and Eritrea? None. The stakes, however, could not be higher. War drums between Ethiopia and Eritrea threaten to unravel the Pretoria Agreement and have the potential to create another Yemen-like situation on the African side of the Red Sea, in addition to Sudan, Ethiopia and Somalia, where state integrity is gravely damaged. Without stability on land it is hard to ensure maritime security—in other words, security at sea is determined by inland stability. The stability of countries bordering the Red Sea—on both African and Arabian sides—is crucial for maintaining maritime security in one of the world's most vital waterways. For people of the Horn, wars in Sudan, Ethiopia, and broader Africa have recorded unprecedented fatalities since the end of the Cold War, and recently since the war on Tigray began, active state-based conflicts have sharply surged and inflicted economic losses exceeding half a trillion dollars for the Horn of Africa alone, and well over a quarter trillion in Sudan. With 123 million displaced people globally—45 million from Africa (37% of the total)—and a 6% annual increase, refugee flows and displacement cannot be addressed without tackling root causes: conflict, atrocities, and failed transitions. Looking ahead, African elections in 2026 and 2027—affecting nearly half a billion people—carry enormous risks. Countries including Nigeria, Ethiopia, Kenya, and Uganda may experience democratic transitions or increased violence. Access to minerals and large markets and countering terrorism requires stable states. The need for preventive diplomacy has never been more urgent ‼️

    I am alarmed and deeply concerned by reports of the possible transfer of Lt. Gen. Tadesse Werede, Colonel Gebregziabher Alemseged, Colonel Tewelde Gebretensay, Mr. Isaias Tadesse, and others detained in Mekelle without charge or appearance before a court of law. Their safety, whereabouts, and humane treatment must be guaranteed by those who detained. Any transfer that conceals their whereabouts or places them at risk could amount to enforced disappearance, a practice the TPLF is well known to have used before, including against members of my own immediate family. Those responsible must understand that they bear individual responsibility for any harm that comes to the detainees. I call on the TPLF, Tigray army leaders and police commissioners to disclose where the detainees are being held, grant immediate access to the ICRC and their families, and either bring them before a court of law or release anyone held solely for their dissenting political views.

    At a recent meeting marking the second anniversary of the Pretoria Agreement, I characterized the accord as one that "Formalised Political Unsettlement"—to use Christine Bell and Jan Pospisil's term. The implementation has failed on critical fronts: No meaningful progress in returning to the status quo ante, particularly regarding displaced persons and territorial integrity. DDR without pari passu security improvement and restoration of Tigray administration in all parts of Tigray. No genuine efforts to investigate atrocities, ensure justice and accountability, or foster reconciliation. No meaningful effort to address the root causes of the war. The promised political "dialogue" has devolved into meetings where Tigrayan officials are reduced to supplicants, constantly and individually begging the Government of Ethiopia for appointments and implementation of the Pretoria Agreement. This contradicts their intended role as equal partners in governance as stipulated in the agreement, thereby eroding both their popular support and performance legitimacy.
