يطلّ علينا اليوم من يتّهم السلطة السياسية بأنها "كانت عونًا لإسرائيل بدل ان تكون عونا لسيادة لبنان"، ثم يدعو إلى الحوار والوحدة وكأن اللبنانيين بلا ذاكرة. فالحقيقة أن العون الأكبر لإسرائيل قدّمه مَن تفرّد بإدخال لبنان في مغامرات حروب "اسناد" عبثية، ومنحها الذرائع للاعتداء على بلدنا ودوس سيادته وتدمير مدنه وقراه وقتل أبنائه وتهجيرهم بمئات الالاف. مَن تفرّد بقرار الحرب ويحاول الاستمرار بمصادرة قرار الدولة، وربط لبنان بحسابات ومحاور خارجية، متجاهلاً مصالح بيئته و اللبنانيين عموما، لا يملك أن يوزّع شهادات في الوطنية، ناهيكم في السيادة. فلا سيادة للبنان الا بقرار واحد مستقل في دولة لها جيش واحد، تبسط سلطتها على كامل اراضيها بقواها الذاتية حصرا. أمّا الحوار والوحدة، فلا يُبنيان الا بشجاعة الاعتراف بالحقائق على مرارتها، وبتحمل المسؤولية عن الخيارات المتهورة التي لايزال يدفع اللبنانيون اثمانها الباهظة. وتبقى الدولة حضنا لكل اللبنانيين ولا سيما لأهلنا الذين تكبدوا الخسائر، الواحدة تلو الأخرى، وهي تبقى ملتزمة بإزالة الاحتلال الإسرائيلي عن كل شبر من ارضنا وإعادة كل اسرانا، وملتزمة بتأمين شروط العودة الكريمة والآمنة لأهلنا الى مدنهم وقراهم وحقولهم وبيوتهم وإعادة اعمارها بما يساهم في بلسمة جراح كل العائلات المصابة بأحبتها وارزاقها. ويبقى أيضا ان الإقلاع عن لغة التخوين والصدق في الدعوة الى الحوار والتضامن الوطني هو طريقنا الاجدى لتعزيز قدرة لبنان على مواجهة كل هذه التحديات الجسام.

مبروك مطار رينه معوض في القليعات، مبروك لأهل عكار، مبروك لكل لبنان. وإنشاء الله أول رحلة تجارية في الأسابيع القريبة. من كلمتي في حفل وضع حجر الأساس: نلتقي في شمال البلاد، لكن عيوننا وقلوبنا تبقى ايضاً مشدودة الى الجنوب. ... فرسالتي الأولى اليكم، مثلما ان دولتكم لا تتخلّى عن واجبها في تثبيت حق لبنان في أرضه وسيادته وامن ابنائه، فهي لا تهمل مسؤوليتها في الانماء وتحقيق النهوض الاقتصادي والعدالة الاجتماعية. … فكما ان لا استقرار في لبنان طالما بقي الجنوب مهدداً، فهو لن يتعافى إذا بقيت عكار مهملة، والبقاع محروماً. … رغم ما قدمته الى الوطن، لا سيما بانخراط الالاف من ابنائها في قواته المسلحة واستشهاد العديد منهم، عانت عكّار، على مدى عقود، من الحرمان والتهميش وضعف الاستثمار في البنى التحتية والخدمات وفرص العمل. وهذا ليس توصيفًا إنشائيًا، بل واقع تؤكده الأرقام. … ومن هنا، فإن إطلاق أعمال تأهيل وتشغيل مطار الرئيس رينيه معوّض في القليعات ليس مشروعًا استثماريًا فحسب، بل هو خطوة في صلب الإنماء المتوازن، وفي صلب العدالة بين المناطق، وفي صلب مسؤولية الدولة تجاه مواطنيها. … والاهم، ان التزامنا في البيان الوزاري بالنهوض بالشمال وعكّار اتى من ضمن رؤية متكاملة، لا تقتصر على تشغيل مطار الرئيس رينيه معوّض في القليعات، بل من خلال أربع ركائز استراتيجية، شملت ايضاً تفعيل المنطقة الاقتصادية الخاصة في طرابلس، واستكمال مشروع معرض الرئيس الشهيد رشيد كرامي الدولي، وتطوير مرفأ طرابلس. … ورهاننا ان يفتح تشغيل هذا المطار أمام عكّار والشمال فرصًا جديدة في العمل، والخدمات، والنقل والشحن، والتجارة والسياحة. طبعاً، هذا المطار ليس بديلًا عن مطار رفيق الحريري الدولي في بيروت. فلبنان يحتاج إلى بنية جوية حديثة ومتكاملة، كما يحتاج إلى ربط مناطقه بالدورة الاقتصادية الوطنية. … لمطار القليعات رمزية تتجاوز الإنماء والاستثمار. هذا المكان ليس مجرد منشأة نعيد تأهيلها. هذا المكان هو جزء من الذاكرة السياسية والدستورية للبنان. فبعد انتهاء اجتماعاتهم في مدينة الطائف، وعودة النواب من المملكة العربية السعودية، انعقد في ٥ تشرين الثاني ١٩٨٩ مجلس النواب هنا، في مطار القليعات. وهنا أُقرّت في صيغتها الدستورية "وثيقة الوفاق الوطني" التي باتت معروفة باتفاق الطائف. وهنا انتُخب الرئيس رينيه معوّض رئيسًا للجمهورية، قبل أن يُغتال بعد أيام قليلة وهو يحاول أن ينقل لبنان من حالة الحرب إلى السلم الاهلي. ولهذا يحمل هذا المطار اسمه. لذلك، فإن إعادة الحياة إلى مطار الرئيس رينيه معوّض ليست فقط إعادة تشغيل مرفق عام، هي أيضًا استعادة لمعنى الدولة. استعادة لذاكرة الطائف، لا كوثيقة جامدة، بل كمشروع سياسي لم يكتمل بعد. وقد قال الطائف إن الإنماء المتوازن، ثقافيًا واجتماعيًا واقتصاديًا، هو ركن أساسي من أركان وحدة الدولة واستقرار النظام. وهذا ما نعمل على تحقيقه اليوم. … استكمال تطبيق الطائف يتطلب أيضًا ان تقوم الدولة، ببسط سلطتها على كامل أراضيها بقواها الذاتية، كما اتى حرفياً في نص هذا الاتفاق، وبحصر قرار الحرب والسلم بيد الدولة، وبانسحاب إسرائيل من كل الأراضي اللبنانية، وبعودة الأمن والاستقرار إلى الجنوب، وبإعادة الإعمار. … فمسار الطائف هو مسار الدولة السيدة، الحامية والضامنة لكل اللبنانيين. وهو مسار الإصلاح. … كلمة أخيرة: من القليعات، كما انطلقت قبل عقود محطة سياسة مفصلية في تاريخ الجمهورية، نطلق اليوم رسالة جديدة: لا مناطق منسية بعد الآن، ولا إنماء مؤجلاً بعد اليوم. دولة واحدة، وفرص واحدة، ومستقبل واحد لكل اللبنانيين.
