What needs to be done on land? Bringing finality to land tenure, with the twofold conclusion of giving black farmers secure title and compensating white farmers, is a welcome direction for the country. But it will not, on its own, answer the question of productivity. Many people who received land have never worked it, and much of it remains fallow. The next land reform must be economic, not political. End price controls and compulsory state procurement. Liberalise agricultural inputs and exports. In law and in deeds. Make the land market robust and let rural and A1 farmers sell, lease or consolidate their land if they wish. We cannot celebrate giving black farmers title and then tell them what they may do with it, whom they may sell to, what they must grow and at what price they must sell it. Land must become an economic asset, able to move from those who cannot or do not wish to farm to those who can. Rural industrialisation will not come from bureaucrats protecting farmers from markets. It will come from finally allowing markets to reach the farm.
