שבוע טוב. הצעת חוק לסבסוד ריביות משכנתא תעלה מחר להצבעה. ההצעה הזו רעה, רעה מאד. היא אולי נשמעת כמו עזרה לזוגות צעירים ונוטלי משכנתא, אבל בפועל היא עלולה להזיק לשוק הדיור ולציבור כולו. למעשה, כל התערבות (כל שכן בדיעבד) בשוק החופשי שאיננה למטרת מניעת כשל שוק, סופה להזיק לשוק. כשמדינה מסבסדת ריבית, זו הזרקה מלאכותית של מימון ממשלתי להלוואות הדיירים, ולכן התוצאה הידועה: מחירי הדירות עולים, והסיוע מתגלגל למחירי הנכסים. מי שמרוויח בעיקר הם בעלי הדירות ונוטלי ההלוואות, שלקחו סיכון והמדינה משתתפת איתם במימון, ללא מקור תקציבי ברור, ועל חשבון כלל משלמי המיסים. מעבר לכך, החוק יוצר “סיכון מוסרי”: הוא מעודד אנשים לקחת משכנתאות גדולות ומסוכנות יותר, מתוך הנחה שאם תהיה בעיה המדינה תתערב ותסבסד. במקום אחריות פיננסית מתקבל תמריץ להגדלת חוב על חשבון הציבור, שאמור לממן הרפתקאות פיננסיות של מי שנטל סיכון ואינו מסוגל לעמוד בו. ויש כאן גם סתירה אידיאולוגית בולטת: ממשלה שמדברת על שוק חופשי, אחריות אישית וצמצום התערבות המדינה בוחרת דווקא להתערב באופן עמוק בשוק האשראי והדיור, באמצעות סבסוד ממשלתי רחב. אי אפשר להטיף לכלכלה חופשית מצד אחד, ובאותה נשימה להעביר לציבור את הסיכון של הלוואות פרטיות. אם באמת רוצים להוריד את יוקר הדיור צריך למצוא פתרון לבעיית העובדים ( היום עלות העסקה של פועל בניין היא 32,000 ש״ח העלות היקרה ביותר בעולם!!!), לקצר בירוקרטיה ולשחרר קרקעות, לא להזרים עוד כסף לשוק שגם כך סובל מעיוותים ועליות מחירים. בשורה תחתונה, מדובר בחוק שהוא חרפה לממשלת ״ימין״, חוק שיטיל את מימון ההלוואות שנטלו אנשים פרטיים על גבי כלל הציבור, לא יפחית את מחירי הדיור, ולא יתמרץ בעלי דירות למכור אותן לאור התייקרות ההלוואות. אסור לתת לחוק כזה לעבור, אחרת מספר מצומצם של בעלי הלוואות יקבל סבסוד באופן לא שוויוני, והחשבון יוגש לכולנו- משלמי המיסים.
