Les comparto mi artículo de hoy en @El_Universal_Mx Nicaragua y la OEA Las campañas negras de desinformación se expanden sin ningún recato. Tocó el turno a la posición de México en la discusión del mecanismo de intervención de la OEA ante la situación política en Nicaragua sobre la que los promoventes no se tomaron la molestia de conocer el sentido y fondo del debate. A saber: En la sesión del Consejo Permanente de la OEA el 5 de agosto señalé: “México expresa su profunda preocupación por las recientes declaraciones del copresidente Daniel Ortega, en el sentido de que en Nicaragua no volverán a celebrarse elecciones y que se impulsarán disposiciones para impedir la participación de fuerzas políticas opositoras”. Lo que, de concretarse, representaría la supresión del derecho de la ciudadanía nicaragüense a participar en la dirección de los asuntos públicos y a elegir libremente a sus representantes. Para México, “la celebración de elecciones periódicas y auténticas constituye una obligación jurídica de los Estados derivada del Derecho Internacional”. Si bien Nicaragua dejó de formar parte de la OEA desde 2023, continúa siendo Estado parte de la Convención Americana sobre Derechos Humanos (CADH), por lo que está jurídicamente obligada a respetar y garantizar los derechos reconocidos en ella, conforme a la cual todos los ciudadanos deben gozar del derecho de participar en los asuntos públicos, directamente o por medio de representantes libremente elegidos, así como de votar y ser elegidos en elecciones periódicas y auténticas, realizadas por sufragio universal y por voto secreto que garantice la libre voluntad de los electores. Si bien la situación de Nicaragua reviste una dimensión política y de derechos humanos preocupante, México señaló que debía ponderarse la convocatoria a una Reunión de Consulta de Ministros de Relaciones Exteriores, un mecanismo extraordinario utilizado históricamente para atender crisis regionales graves, conflictos armados, agresiones o controversias entre los Estados. A diferencia de lo que se ha señalado, en la sesión del Consejo Permanente del 19 de agosto, no se votó si se está a favor o en contra del régimen nicaragüense y menos aún si se está o no de acuerdo en que se cancelen las elecciones. Lo que se votó fue la Convocatoria a dicha Reunión promovida por Estados Unidos para analizar la situación de Nicaragua, que México no acompañó porque la convocatoria carece de elementos suficientes y parte de un objetivo general ambiguo: “considerar la situación en Nicaragua y las medidas apropiadas”. No es un asunto menor, menos aún en el contexto regional actual en que se pretende securitizar y subordinar la agenda hemisférica a la Estrategia de Seguridad Nacional de los Estados Unidos, y donde altos funcionarios de Estados integrantes de la OEA emiten mensajes de hostilidad que amenazan la soberanía e integridad de otros Estados a partir de doctrinas que buscan asegurar supreminencia hemisférica, controlar infraestructura estratégica y minerales críticos, y crear nuevos enemigos, narcoterrorismo, terrorismo de extrema izquierda y otros. Cualquier medida que emane de la OEA debe enfocarse en subrayar los compromisos en materia de derechos humanos que continúan vigentes para Nicaragua, así como en buscar canales que permitan restablecer la cooperación con el Sistema Interamericano de Derechos Humanos. Como lo ha expresado la Presidenta Claudia Sheinbaum, la posición de México está sustentada en nuestra Constitución, que establece los principios que orientan la nuestra política exterior: autodeterminación de los pueblos, no intervención, solución pacífica de controversias y respeto irrestricto a los derechos humanos. https://t.co/yguMMNVfne
