Ancak, Avrupa Birliği karar alma mekanizmalarının oy birliği kuralına bağlı olması nedeniyle Avrupa Birliği’nden sözkonusu beklentimize olumlu cevap vermesini beklemek mümkün değildir. Bugün Ada'da iki ayrı halk, iki ayrı devlet ve iki ayrı demokratik otorite bulunmaktadır. Kalıcı ve sürdürülebilir bir anlaşma ancak bu gerçeklerin kabul edilmesi, tarafların egemen eşitliği ile eşit uluslararası statülerinin teyit edilmesi ve iki devlet arasında iş birliğine dayalı bir ilişkinin tesis edilmesiyle mümkündür.
