Developers can control provider order, exclusions, price ceilings, and data-retention rules, so users can constrain how requests move. If ownership ever made routing look commercially biased, model suppliers or larger customers could bypass it through direct integrations or other gateways. Stripe therefore has to preserve user-controlled routing even if tighter integration would increase revenue elsewhere.
