    Beni takip eden dostlar bilirler ki, yaklaşık iki yıldır yaşananları Türkiye’nin Azerbaycanlaşması olarak isimlendiriyorum. Peki nedir bu Azerbaycanlaşma? Azerbaycanlaşma, seçimlerin ve muhalefet partilerinin tamamen ortadan kaldırılması değil, iktidarı değiştirebilecek muhalefetin etkisizleştirilmesi, onun iktidarla birlikte yaşayabilecek bir muhalefetin ikame edilmesidir. Yani bu düzende de sandık kurulur, partiler yarışır, televizyonlarda tartışmalar yapılır; fakat kimin “meşru muhalefet” sayılacağına iktidar karar verir. Rejimin sınırlarını kabul edenler makul ve sorumlu aktörlere, iktidar değişikliği isteyenler ise suçlu, marjinal, radikal veya çatışmacı unsurlar olarak etiketlenir. Aliyev yönetimi muhalefet alanını da aynı şekilde düzenledi. 2020’den sonra “iktidar-muhalefet diyaloğu” başlatıldı; bazı partiler tescil edildi, kendilerine bürolar ve medya görünürlüğü sağlandı, liderleri Karabağ zaferi etrafında kurulan millî birlik söylemine dâhil edildi. Siyasi tutukluların bırakılmasını, özgür seçimleri ve toplantı hakkını talep eden gerçek muhalefet ise dışarıda tutuldu. Muhalefet yasaklanmadı; muhalefet olmanın kabul edilebilir biçimi iktidar tarafından tanımlandı. Bugün “terörsüz Türkiye” süreciyle herkesin hizalanması ve makul ile marjinal muhalefetin iktidar tarafından eşzamanlı olarak yeniden tanımlanması da tam olarak buraya oturuyor. Azerbaycanlaşmanın bir başka boyutu da rejimin hanedanlaşmasıdır. Zira Azerbaycan’da iktidar Haydar Aliyev’den oğlu İlham Aliyev’e geçti. ardından İlham Aliyev’in eşi Mihriban Aliyeva cumhurbaşkanı yardımcılığına getirildi. Cumhuriyetin biçimsel kurumları korunurken devlet, parti ve aile giderek birbirinden ayrılamaz hâle getirildi. Seçimler iktidarın kime geçeceğini belirleyen değil, aile içinde belirlenen devamlılığa toplumsal onay üretmekle mükellef bir prosedüre dönüştü. Türkiye’nin de gittiği yer korkarım bu nokta. Zira bugünlerde yaşananlar siyasal ve ekonomik gücün aile çevresinde yoğunlaştığını, Erdoğan sonrasının serbest bir siyasal rekabetten önce ailenin güvenliği ve devamlılığı üzerinden düşünülmeye başlandığını gösteriyor. Yani Azerbaycanlaşma resmî verasetten henüz gerçekleşmese de devlet ile aile arasındaki sınırların kaybolması açısından çoktan başladı. Türkiye’de Üsküdar’da yaşananlar bu modelin yerel ölçekteki provasıdır. Seçmenin kurduğu çoğunluk adli ve idari müdahalelerle değiştirildi; ardından ortaya çıkan yeni denge belediye meclisinin olağan kararı gibi sunuldu. Sandık kaldırılmadı, fakat sandığın sonucu sandık dışındaki araçlarla dönüştürüldü. Hukuk da seçmen iradesini koruyan bir sınır değil, değiştirilmiş sonuca resmiyet kazandıran bir işleme dönüştü. Aynı normalleştirme Kılıçdaroğlu üzerinden kuruluyor. Muhalif medya, Kılıçdaroğlu yargı kararıyla CHP’nin başına getirildiğinde onun demokratik meşruiyeti bulunmadığını söylüyordu. Bugün aynı çevrelerde, “Seçimi kazanmak için elbette Kılıçdaroğlu’yla da masaya oturulmalı” görüşü dolaşıma sokuluyor. Normalleştirme endüstrisi tam burada çalışıyor. Çünkü bu şartlarda Kılıçdaroğlu’yla masaya oturmak, bir kişiyle seçim işbirliği yapmak değildir. Onu oraya getiren müdahaleyi ve müdahalenin kurduğu siyasal düzeni tanımaktır. Önce “demokratik meşruiyeti yok” deyip sonra onu olağan bir parti lideri gibi ittifak denklemine kattığınızda, iktidarın CHP’ye müdahalesini fiilen onaylarsınız. İktidar sizin seçilmiş yöneticinizi tasfiye eder, yerine konuşabileceği bir aktör koyar; siz de seçim kazanmak adına onunla uzlaşmaya çağrılırsınız. O masaya oturduğunuz anda iktidar olma iddianızdan vazgeçersiniz. Artık iktidarın belirlediği alanı değiştirmeye değil, o alan içinde size bırakılan yeri doldurmaya çalışıyorsunuzdur. Mansur Yavaş’ın “taraf olmama”, “sağduyu” ve yeniden aynı masada buluşma dili de niyetinden bağımsız olarak bu çerçeveye oturuyor.
