El Decreto 604/26 con firma de @JMilei, @diegosantilli y @LuisCaputoAR, libera la exportación postal. Pasen y conozcan esta increíble historia. Todos los argentinos conocemos la posibilidad de comprar por courier o por correo. Lo usamos para acceder a productos esenciales (por ejemplo ropa) a un precio internacional razonable. Aunque estas importaciones, esenciales para mejorar la calidad de vida de muchos argentinos son denominadas por algunos como baratijas (@mgrapetti), o como un ataque a la producción nacional (@miguelpichetto), cualquier persona que piensa en el bienestar de la gente las pondría como prioridad absoluta. De hecho el video que adjunto es uno donde @Lulaoficial (que está en el otro lado del espectro político de nuestro pensamiento) reconoce que un error de su gobierno fue poner impuestos a esas compras. Ahora bien, lo loco es que mientras todos se focalizan en esto, nadie vio el elefante en el salón: que nuestras empresas tienen prohibido usar el mismo canal para exportar. El motivo de la imposibilidad es que la exportación postal estaba prevista en nuestro código aduanero pero no estaba reglamentada. Durante 45 años a nadie le preocupó hacerlo. Todos criticando las impos, nadie pensando en las expos. Por eso decimos que este es un país que odia las exportaciones. ¿Por que la exportación postal es importante? Porque los correos oficiales tienen un quid-pro-quo. Cuando alguien compra un producto en Estados Unidos y lo envía por correo oficial, el Correo Argentino realiza la entrega cobrando una tarifa reducida. La contracara es que el correo de EEUU tiene que cobrar una tarifa reducida por los paquetes que nosotros enviamos allá. Es decir que hasta ahora nosotros les entregábamos los paquetes a ellos y nos prohibíamos a que ellos entreguen los nuestros! El Decreto 604/26 libera esto en su art 1. Insólito pero real. Al kirchnerismo se ve que se les pasó (es que solo tuvieron 16 años). Es una historia increíble que muestra que nuestros gobiernos nunca se preocuparon por facilitar la producción, lo que querían era tener instrumentos para “ayudar”: créditos, subsidios, exenciones. Como dice @JMilei los políticos prefieren armar un sistema donde ellos son los salvadores. Pero para el presidente la salvación es la libertad, y, en particular poder liberarte de los políticos. El Decreto 604/26 en su articulo 2, hace otra cosa que fue objeto de largas discusiones internas. Homogeneiza el régimen de courier con el de importación postal (que tenían distinta cantidad de envíos y franquicias), por el que cada régimen tendrá ahora 5 envíos, con una franquicia de 400 dólares cada uno (se paga solo iva). De cualquier manera fue un debate complejo porque hoy el correo admite 12 envíos con una franquicia de 50 dólares cada uno (pero 50% de arancel por encima de ese valor). En definitiva el nuevo sistema amplia la franquicia aunque con menos envíos. La unificación era importante porque hoy cuando uno compra no sabía a ciencia cierta que régimen le cabía. Esto da certeza al proceso. Esta reforma se complementará con un cambio en el régimen de percepción que permitirá pagar los impuestos aduaneros en las importaciones postales al momento de la compra (como es con courier hoy). Esto agilizará los procesos en Correo Argentino que hoy tenía que cobrar los montos una vez que llegaba la mercadería (contactarse y todo esa movida que muchas veces salía mal).
