O sea, han tenido que pagar una comisión del 3% a la inmobiliaria (180.000) y el impuesto de transmisiones del 6% (360.000). Es decir, 540.000 euros de sobrecoste por el capricho del ático con terraza en su barrio que podrían ir haber ido directos a las ayudas.     La UME tiene que acudir a un incendio (o a una inundación) con independencia de que se declare la emergencia nacional o no. Los recursos en la gestión de una emergencia son idénticos en nivel 2 y en nivel 3, la única diferencia es si el operativo lo dirige el Consejero de Emergencias de la CCAA de turno o el Ministerio del Interior. Ni hay más recursos en nivel 3 ni el Gobierno se podía escaquear o actuar de forma pasiva en nivel 2. La diferencia legal, cruda y no menor, es que ahora la posición de garante penal la tiene el Delegado del Gobierno y antes la tenía el Consejero. Es decir: si muere alguien ahora la responsabilidad penal es del Gobierno de España.
